What is the RFCS, and who is it for?

The Rural Financial Counselling Service (RFCS) supports eligible farmers, fishers, foresters and small agriculture-related rural businesses who are experiencing or at risk of financial hardship.

Rural Business Support delivers the RFCS in South Australia and the Northern Territory with funding from the Department of Agriculture, Fisheries and Forestry (DAFF), Primary Industries and Regions SA (PIRSA), and the Northern Territory Department of Agriculture and Fisheries.

We are one of 12 providers delivering the RFCS across Australia, helping primary producers understand their financial situation, explore options, and build long-term resilience.

Does is cost anything to access the RFCS?

No, the RFCS is completely free, independent and confidential for eligible clients.

How long can I access support?

You can work with a Rural Financial Counsellor (RFC) for up to three years, with progress reviewed at least once per quarter.

I’m too busy to visit an office, how can I access support?

We understand how demanding farm life can be, which is why our RFCs can come to you. We travel across SA and NT to meet with clients at their farm, in town, at an RBS office, or via phone/video call, whatever works best for you.

How is an RFC different from an accountant?

Your accountant focuses on tax and compliance, while an RFC takes a big-picture view of your business. We help you:

  • Assess your long-term business viability.
  • Identify financial risks and opportunities.
  • Navigate lender negotiations.
  • Access financial support and government assistance.
  • Plan for succession and business transition.

What can an RFC help me with?

Our Rural Financial Counsellors can assist with:

  • Business analysis – Long-term cash flow and financial viability assessments.
  • Lender negotiations – Preparing for and attending meetings with banks and creditors.
  • Referrals – Connecting you with accountants, lawyers, agronomists, mental health support, and other professional services to assist you and your business
  • Succession planning – Helping you plan for business continuity and transition.
  • Government support – Exploring eligibility for programs like the Farm Household Allowance (FHA) or Rural Investment Corporation (RIC) loans.

After your first appointment, you’ll have a clear plan of action tailored to your needs.

Is it too late for the RFCS to help if my bank has told me I have no more options?

Not at all. Even in critical situations, an RFC can:

  • Help you understand your options when facing foreclosure.
  • Provide support through farm debt mediation processes.
  • Assist with negotiations to explore solutions.

The Farm Debt Mediation Act ensures that farmers have structured support during financial distress. If you’re struggling, call us as soon as possible.

What government support might be available?

Our RFCs can provide up-to-date information on financial assistance, including:

Farm Household Allowance (FHA)

The FHA is an Australian Government payment designed to support eligible farmers and their partners experiencing financial hardship. It provides short-term income support while you take steps to improve your financial position and plan for the future.

RIC Loans

Regional Investment Corporation (RIC) Loans are low-interest loans provided by the Australian Government to support eligible farmers. These loans can be used to refinance existing debt, manage cash flow or invest in your business during challenging periods such as drought.

SA & NT Government Grants

South Australian and Northern Territory Government programs and grants are often available to support farmers through recovery and help strengthen their business position during challenging seasons. Our team can help you identify what’s available and understand your eligibility.

Many farming families feel this way, but please don’t self-assess. You are entitled to support, and there may be government or industry assistance available to you that you’re not aware of.

I’m not comfortable accepting government assistance, should I still apply?

We understand that many farming families prefer to be self-reliant, but FHA and other support programs exist to help you through challenging times. Seeking assistance is not a sign of failure, it’s about securing the future of your business and family.

If you’re unsure whether you qualify, an RFC can walk you through the process and help with applications.

Are there things the RFCS can’t do?

While we provide extensive financial and business guidance, there are some things we can’t do, including:

  • Representing you in legal matters.
  • Acting as a mediator in farm debt negotiations.
  • Providing accounting, taxation or agronomy services.
  • Replacing professional mental health support, though we can refer you to appropriate services if needed.
